В 1961 г. окончил Американский университет, получил степень бакалавра гуманитарных наук.

В 1963 г. окончил Школу углубленного изучения международных отношений Университета Джона Хопкинса, получил степень магистра гуманитарных наук.

С 1966 г. доктор права (J.D.), Гарвардская школа права.

С 1997 г. магистр права (LL.M.), юридический факультет Академического правового университета при Институте государства и права Российской академии наук.

В 1970 г. окончил Школу углубленного изучения международных отношений Университета Джона Хопкинса (SAIS), присвоена степень доктора философии (Ph.D.) за диссертацию по теме: «Советский Союз и морское право» («Soviet Union and the Law of the Sea»).

С 1979 г. доктор юридических наук (LL.D.), Лондонский университет.
